Tosfos (DH "Ee Hachi") understands that the Gemara's answer regarding the creation of the world was that every topic discussed in the Mishnah should first start with evening, because the world was created in this fashion. In other words, it is not dependent on a specific connection with a topic, but rather it is a general directive to start all topics that have a morning and evening Mitzvah in this fashion.
