Radak: Limudei is To'ar (kind of person), like I explained "Lishmo'a ka'Limudim" (50:4. Limudim is like "Limud Midbar" (Yirmeyah 2:24; one who is used to a matter). This is like Yirmeyah said (31:33) "v'Lo Yilmedu Od Ish Es Re'ehu... De'u Es Hashem Ki Chulam Yed'u Osi lemi'Ketanam v'Ad Gedolam."

Malbim: They will receive teaching and Emunah from Hashem, until there will be no argument between them about such matters.

What is the meaning of "v'Rav Shalom Banayich"?

Radak: Their Shalom will increase. Rav is past tense; the Vov switches it to the future.

What is the connection of "v'Chol Banayich Limudei Hashem" to "v'Rav Shalom Banayich"?
