Why did Hashem tell the Parshah of Shesuyei Yayin to Aharon?

The beginning of Mechilta of R. Yishmael says that in three places we cannot say that Hashem spoke only to Moshe (for it says "to Aharon"). Moshav Zekenim (3) ? the Mechilta counts our verse, "Tis'u Es Avon ha?Mikdash" and "Mishmeres Terumosai" (Bamidbar 18:1,8). Why does it omit "b'Artzam Lo Sinchal" (ibid., 20)? Really, it is counted; "Tis'u?" and "Mishmeres Terumosai" count as one. However, there is also "Lech Likras Moshe ha'Midbarah" (Shemos 4:27)! It is not counted, for there is no Mitzvah there. (Our text of Mechilta did not list the exceptions. Why did he not say that "Mishmeres Terumosai" and "b'Artzam?" are one? There is no Parshah break in between them. Also, Kohanim receive no land in Eretz Yisrael because they receive the Matanos in Parshas Mishmeres Terumosai! - PF)

The Malbim in 1:1:4, citing the Mesorah, cites twenty-one such places and concludes that this Pasuk is among the thirteen. Perhaps Rashi disagrees, since here it says Aharon alone. The Gemara in Makos 23b-24a however, which states that Hashem directly commanded us the first two Dibros, and the other six hundred and eleven Mitzvos were said via Moshe supports it. Rashi (3) can reject the support. Hashem told Moshe that He told Aharon, and via this, Moshe commanded Yisrael! (PF).

Rashi, in Pasuk 3 writes that Hashem told this to Aharon himself. But in 1:1, Rashi states that Hashem always spoke only to Moshe?

Gur Aryeh (in Pasuk 3): Even though only Moshe heard, Hashem spoke in the second person, as if He was speaking to Aharon as a mark of esteem towards Aharon.

Rashi (in 1:1) cited the Sifra that in thirteen places it says 'Vayedaber Hashem el Moshe ve'el Aharon', corresponding to which thirteen exclusions imply that He spoke to Moshe alone. 1
