According to those rishonim which learn in rashi that even people who are not a Baki in the Ma'aseh B'ilah are nevertheless still allowed to be Bo'el on shabbos then when the gemara asks Im Ken Torud Lamah and rashi explains that d'Beki'im so how does does make sense according to the rishonim which explain rashi that even if they are not a Baki they can do B'ilah on shabbos but that's not true because if even they are not a Baki they can still do a Ma'aseh B'ilah? So what's the whole questions of the gemara

If I understand correctly, the Rishonim base their view on the Maskanah of the Gemara which teaches that since Rov Beki'in, we can now say that it is not a Pesik Reisha and even those who are not Baki may succeed in Be'ilah without Dam. However, when the Gemara asked regarding the Tirda, it still thought like Rashi says, that only Beki'im could do Be'ilah without Dam, and therefore the question refers to Beki'im alone at this stage, since those who are not Baki would either be forbidden to do Be'ilah (if it is Shabbos) or would be Tarud about whether they could be a Kerus Shafchah.
