In regard to Rashi's comments about pouring wine on the fire of the Mizbeach on Shabbos it seems that he is stating that there is no concern for extinguishing if small droplets are applied at a time and in this manner there is no Psik Reisha. My question is would the small drops cause at least a temporary diminution of the fire and, if that is so, would this act not be considered as being related to kibui or would that only be a shevus, not applicable to the Bais HaMikdash?

The Kollel replies:

The Kibuy which we are concerned with is not the Issur of Shabbos rather the Issur of extinguishing the fire of the Mizbeach.

Rashi says that very small drops will not extinguish the fire at all, and therefore it remains a Davar she'Eino Miskaven.
