Rashi citing Menachem: It is an expression of Homeh (making noise), like "Hamu Goyim" (Tehilim 46:7).

Radak: The root is Haman - you were Hamon. I increased you, and gave to you more good than the nations around you. Due to this, you did not go in My Chukim. This is like "va'Yishman Yeshurun va'Yiv'at

Should Yisrael have done like the laws of the nations around them?!

Rashi: They did not switch their gods, and they are not [real] gods. You switched My honor for something that does not help!

Here it says that Yisrael did not do like the Mishpatim of the surrounding nations. Below (11:12), it says that they did like the nations' Mishpatim!
