What is the meaning of "Hamanchem"?

Here it says that Yisrael did not do like the Mishpatim of the surrounding nations. Below (11:12), it says that they did like the nations' Mishpatim!
Rashi citing Sanhedrin 39b: You did not do like their proper laws. You did like their corrupt laws.
