How will Hashem be elevated in Mishpat?

Rashi: When He does justice, His name is elevated in the world.

Radak: In the Mishpat that He does against Resha'im of Yisrael, He is elevated. People will say that He is elevated, and judges the world like His desire.

Malbim: He will be elevated via Mishpat. [Yisrael] will return to make proper grapes, i.e. Mishpat and Tzedakah.

Why is He called "ha'Kel ha'Kadosh"?

1.

Rashi: He will be sanctified amidst the remaining Tzadikim among you.

Radak: When He does Mishpat, He is sanctified - "bi'Krovai Akadesh" (Vayikra 10:3), "v'Nikdashti Vam" (Yechezkel 28:25)

What is "bi'Tzedakah"?

1.

Radak: It is through straightness, like Mishpat.

2.

Malbim: It is [proper deeds] Bein Adam la'Makom.
