Clarification: The Gemara must be discussing a case where one built a Mizbe'ach and sprinkled the blood of the B'chor, according to the opinion of those who hold that the Kedushah of the Beis-Hamikdash was not negated, and that one may bring Korbanos even though there is no Beis-Hamikdash.

(SUMMARY: After equating this text with Rashi and explaining it, Tosfos reinterprets 'Lo Kidshah' to conform that there is Kedushas Ma'aser, before going on to explain why one cannot therefore bring Ma'aser anywhere in Eretz Yisrael, seeing as, according to that interpretation, Bamos are permitted. Tosfos asks three questions on Rashi's text, and amends it to 've'I Savar Lo Kidshah, Ma'aser Nami?'. They then ask the same Kashya and give the same answer as the first Kashya and answer on Rashi. They then explain the Gemara's conclusion ''Le'olam Kedushah Rishonah Kidshah le'Asid Lavo ... '. Finally, after clarifying why the Gemara establishes Bikurim where the Hanachah was not made before the Churban, they explain a. how the Gemara can possibly compare Ma'aser (which does not require Hanachah), to it, and b. why the Gemara sees fit to establish B'chor where the blood was sprinkled when the Beis Hamikdash was still standing, and not when it was brought after the Churban (like Bikurim). Conclusion: The Gemara then concludes ''Le'olam Kedushah Rishonah Kidshah le'Asid Lavo', and the reason that B'chor cannot be eaten has nothing to do with Kedushas ha'Bayis, but because its flesh is compared to its blood, requiring the Mizbe'ach to be standing when its flesh is eaten. Consequently, as long as we learn that the B'chor cannot be eaten, Ma'aser cannot be eaten either unless it is redeemed.

Comment: To be sure, the Gemara could have said that if that is so, it is not possible to compare Ma'aser to Bikurim, which require Hanachah, and which require the Beis-Hamikdash on account of the Hanachah (Rabeinu Peretz) and not just for the Achilah; whereas Ma'aser only needs it for the Achilah - only that doesn't bother him since the it is not the Gemara's conclusion.
