The gemora is teaching us that due to nissim performed for Yaakov Aveenu, he wanted to be "m'saken milsa" (the m'kor for Rav Shimon B"Y). Why is this a proper tikun, since Shechm was a city of bnei noach (at best) and I thought we say "ain mylin v'ain moridin" ?!

The Kollel replies:

Before Matan Torah, the only way to make a Kidush Hash-m was by promoting Shemiras Sheva Mitzvos and recognizing Hash-m, as was famously done by Avraham Avinu. The Pardes Yosef (Bereishis 33:10) explains that by instituting these things, Yaakov Avinu was instructing them not to steal (proper coins and dealings in the marketplace). The Pardes Yosef says that bathouses refers to cleaning them from Aveiros. [This fits well with the Medrash Rabah that Yaakov Avinu also made converts (i.e. Balei Teshuvah before Matan Torah) for Hash-m.]
