The Gemorrah played out the two different arguments, that brought down R' Yehuda Brei D'R'Shimon Ben Pazi's Braisa that held that Lechatchila a Deaf man should give Terumah. We went on to attribute his opinion to the Tanna R' Meir based on his opinion in the Mishnah regarding saying Kriat Shma aloud. R' Meir concluded from the "Levavcha" (in your heart) line in Shma that you can say Shma, Lechatchila, to youself. Apparently, they have the same opinion.
My problem. I fell that R' Meir gave his opinion strictly regarding Kriat Shma based on the Psukim. I don't see how he holds the same regarding all Brachos, which would allow R' Shimon Ben Paazi to follow him.

A little later in the Sugya, Rav Yosef explains that the Machlokes as to whether one is Yotze if one does not hear the Sh'ma, is confined to the Sh'ma, where the Torah writes "Sh'ma", but regarding other B'rachos, everyone agrees that one is Yotze. Tosfos there ask from our Sugya, which learns that the Sh'ma is a Binyan Av, and that we learn other B'rachos from it? And they answer that Rav Yosef disagrees with our Sugya.
Am I right in understanding that your question follows the line of thought taken by Rav Yosef?
