Does this mean one is permitted to passively derive benefit from Hekdesh?
Indeed -- even actively. The Gemara in Kerisus 6a explains that the prohibition of Me'ilah does not forbid deriving benefit from the scent of the Ketores after its smoke has risen (i.e., after it has begun to burn -- which is obviously when its scent would reach Yerushalayim and Yericho), since "its Mitzvah is already accomplished," and the prohibition of Me'ilah no longer applies.
