Some Kohanim might be considered Tahor, such as Eliyahu ha'Navi (according to the opinion that he was Pinchas) and the Kohanim Tzadikim that already had Techiyas ha'Meisim before the Beis ha'Mikdash was rebuilt. However, even if there would not be any Tahor Kohanim, the Omer could be brought by a Kohen who is Tamei as Tum'ah Hutrah/Dechuyah b'Tzibur (see Yoma 6b).
