Mrs. Montal asks:

Not sure which Mesechta this question applies to. Don't learn Talmud. Which Korbanot were offered on Rosh Hashana for Shaachrit and Musaf. You spoke about the witnesses coming late, so couldn't offer Musaf Korban. I thought since we don't bless Chodesh Tishrei, there are no witnesses. Could you explain? Toda RabbaH. Shana Tova!

The Kollel replies:

A lot of Korbanos were offered on Rosh Hashanah. The regular offerings of the day were offered, including the Korban Tamid of the morning and afternoon. Additionally, there was the Korban Musaf of Rosh Chodesh, which includes two oxen, a ram, a goat (Chatas), and seven sheep. There was also the Korban Musaf of Rosh Hashanah which includes an ox, a ram, a goat, and seven sheep (Bamidbar 29:2-6, see also Bamidbar 28:11).

The "witnesses coming late" was a one time occurrence. Generally, the Korban Musaf of Rosh Hashanah was always brought. Witnesses are indeed needed to be Mekadesh the Chodesh of Tishrei, just like any other month.
