The Gemara comes out that Rebbi Yishmael holds since the pasuk writes "And you brothers" it also wrote "from them".
"From them" comes first in the pasuk so the Torah isn't repeating it, and also "And you brothers" is pretty b'farush, we wouldn't need the Torah to repeat "from them" in order to teach us this chiddush - so how do we understand this?

R. Akiva has just explained that seeing as we already have permission to take a Kena'ani as an Eved from the Pasuk "Mehem Tiknu Eved ve'Amah", the Torah adds "l'Olam ba'Hem Ta'avodu" to teach us that it is not just a concession, but an obligation.
What the Gemara is now saying is that according to Rebbi Yishmael, who maintains that there is no such Mitzvah, the Torah repeats "l'Olam ba'Hem Ta'avodu", not to teach us any Chidush, but because, once the Parshah teaches us the prohibition of abusing a Jewish servant, it doesn't if it repeats the earlier phrase, even though we already know it.
The repetition refers to "Mehem Tiknu Eved ve'Amah" which is written earlier in Behar.
