Rashi writes that Onkelos explains that "Hafked" means 'appoint.' What is his source? Onkelos uses 'Mani' both for counting and appointing!

Riva: Perhaps the text of Rashi should not say 'k'Targumo', rather, 'Targumo' (Rashi himself explains this; he is not citing Onkelos).
