Rashi writes that the only Chata'os Chitzoniyos that were burned were this (of Aharon) and the Milu'im. But also the second bull of the Levi'im (Beha'aloscha Bamidbar, 8:8), the Chata'os in the days of Ezra (Ezra 8:35) and in the days of Mashi'ach (Yechezkel 45:22 & 25) were or will be burned?

Riva (in Sh'mos 29:14): Also of the Levi'im was Milu'im (to inaugurate them), and those in Ezra and Yechezkel. In Horiyos (6a), the Gemara states that it was a Hora'as Sha'ah. Rashi means 'except for this, and of the Milu'im, and similar matters.'

Moshav Zekenim #1 (Sh'mos 29:14): We can say that the second bull of the Leviyim 1 was an inner Chatas, for they brought it for the Tzibur.

Moshav Zekenim #2 (Bamidbar 8:8): The second bull of the Levi'im was not burned on the Mizbe'ach. Rashi discusses Chata'os burned on the Mizbe'ach. 2

Moshav Zekenim did not address the Chata'os of Ezra or Yechezkel. The Pasuks call them Olos (or ka'Olah), which connotes that they were offered and burned on the outer Mizbe'ach. Perhaps he holds that they were Milu'im, like Riva (refer to 9:11:151:1). (PF)
