Why does it say "Lachen"?

1.

Rashi: I know that you, Chizkiyah and his entourage, will repent to Hashem.

2)

Why does it say "Al Tira Ami"?

1.

Malbim: Other nations fear Ashur; you, My nation, do not fear.

3)

Why does it say "Yoshev Tziyon"?

1.

Radak: Melech Ashur conquered all of Eretz Yehudah, except for Yerushalayim - "Alah... Al Kol Arei Yehudah ha'Betzuros va'Yispesem" (36:1). It says Tziyon (and not Yerushalayim), for it was the capitol.

2.

Malbim: Even though the 10 tribes will fear Ashur, you, My nation who dwell in Tziyon, do not fear.

4)

What is the meaning of "ba'Shevet Yakekah"?

1.

Rashi: With the staff of his mouth he will blaspheme and revile you via Ravshake.

2.

Rashi, citing R. Yosef in the name of R. Menachem: Until now he struck you with a staff, and was used to putting his staff and fear on you, like the Egyptians did.

3.

Radak: He will hit you with a staff, but not eradicate you. One who hits with a staff, he pains, but he does not kill. So Melech Ashur will do to Yehudah.

4.

Malbim: He will hit you only with a Shevet, which is not dangerous. Refer to 10:24:5:4.

5)

What is the meaning of "u'Matehu Yisa Alecha [b'Derech Egypt]"?

1.

Rashi: [He will lift his staff] to threaten you like he did to Egypt.

2.

Refer to 10:24:4:2.

3.

Radak: He will impose a tax on the residents of Yerushalayim - 300 Kikars 1 of silver and 30 Kikars of gold. It will be in the way of Egypt - "va'Yasimu Alav Sarei Masim Lema'an Anoso b'Sivlosam" (Shemos 1:11). They afflicted them with taxes and harsh labor, but did not eradicate them. So Melech Ashur did to Yisrael.

4.

Malbim: He will not hit you with a Mateh, which is dangerous. He will only raise it against you and scare you, via Ravshake (Perek 37) when he goes to Egypt to fight with Tirhakah Melech Kush and with Egypt. He will not be able to hit you with it, for he will fall quickly.
