A Tevul Yom, Mechusar Kipurim or Onen can serve later. It is feasible to say that he has rights only in certain Korbanos, due to their leniencies or stringencies.)

Explanation (Rashbam): This is Rav Achai, the author of the She'altos. He was among the Savora'im [Chachamim] after Ravina and Rav Ashi (but before the Ge'onim. Rav Achai) added Hora'ah (teaching), and wrote his words afterwards after the Gemara.
