(Mishnah): He sprinkled on Tiharo of the Mizbe'ach seven times. He poured the Shirayim of the blood on the western Yesod of the outer Mizbe'ach, and [Shirayim of blood put on the outer Mizbe'ach] he poured on the southern Yesod;

Both of these mix in the Amah and go out to Nachal Kidron, and they are sold to gardeners for fertilizer, and Me'ilah applies to it.

(Gemara): "V'Hizah Alav'', and not on its ashes; Alav, and not on its coals.

Some teach [that the seven Haza'os were on the] north side [of the inner Mizbe'ach], and some teach the south side.

The one who says the north side [holds like] R. Liezer (he stood there while putting on all the corners), and the one who says the south side [holds like] Rabanan (when he finished the corners, he stood at the southeast corner).

(R. Yosah): This is a Siman - anything taken from outside (the outer Mizbe'ach, e.g. coals for Ketores) to be put inside, it is taken from what is close to inside (the west). Anything that goes out from inside to be put outside (e.g. blood of inner Chata'os), it is put close to inside.

(R. Yirmeyah citing R. Pedas): The coals [for the Ketores] of every day and the [flame to light] Ner ha'Ma'aravi we learn from the coals of Yom Kipur (they are taken from the west part of the outer Mizbe'ach), and the two spoons of Levonah we learn from Shirei Damim (they are burned on the west part of the outer Mizbe'ach). "V'Es Kol Dam ha'Par Yishpoch'' includes [Shirayim of] the blood of Par Yom Kipur, that it is spilled [on the Yesod of the outer Mizbe'ach].

Question: Why didn't he say "and [Shirei Dam of] the goat''?

Answer (R. Mana): Even without saying so, [do we not already know this, for] he needs to pour (mix the bloods of the bull and goat)?!

Remark: We find [a Tana who explicitly mentions both]. It says "v'Es Kol Dam ha'Par Yishpoch'' to include the blood of Par Yom Kipur and the goat, that it is spilled.
