(1) It is Mutar, though, to wash one's face, hands, and feet in hot water on a Ta'anis.
(2) This applies to any part of the Avel's body.
(3) It is over this point that the Amora'im disagree. The Gemara's conclusion is like Rav Chisda; an Avel is prohibited from washing all of his body, even in cold water, and any part oF his body in hot water (but he may wash his face, hands, and feet in cold water).
