Translation: Our Rabbis taught: "Justice, justice shall you pursue" - this means you should follow a proper Beis Din. For example, follow R. Eliezer to Lod, or Rabban Yochanan ben Zakkai to Beror Chayil. It was taught: "The sound of a millstone in Burnei - a child has been born, a child has been born! The light of a lamp in Beror Chayil - there is a feast, there is a feast!" Our Rabbis taught: "Justice, justice shall you pursue" - this means you should follow the Chachamim to their places of learning: follow R. Eliezer to Lod, Rabban Yochanan ben Zakkai to Beror Chayil, R. Yehoshua to Peki'in, Rabban Gamliel to Yavneh, R. Akiva to Bnei Brak, R. Mattiah to Rome, R. Chananya ben Teradyon to Siknin, R. Yosei to Tzippori, R. Yehudah ben Beseira to Netzivin, R. Yehoshua to 'the Diaspora', the Chachamim to Beis She'arim, and the Chachamim to the Lishkas HaGazis.

Bechor Shor: It is a Mitzvah to go to a more authoritative Beis Din outside your city, even if there is already a functioning Beis Din in your own city.

Rashi, R' Chananel, Teshuvos haGeonim: Since the Romans banned circumcisions and weddings, the local community found discreet ways to spread news of these events without drawing the authorities' attention. (The Yerushalmi in Kesuvos 1:5 adds that even after the ban was released, these customs continued.)

What is the meaning of the phrase 'Shavua haBen'?

Rashi: It refers to the Bris Milah, as a week passes before a boy is circumcised on the eighth day.
