1.

Zevachim, 96b #1 (according to R. Yehudah): To incorporate all Kodshim 1 in the Din of Merikah and Sh'tifah.

2.

Zevachim, 96b #2 (according to R. Shimon): To incorporate all Kodshei Kodashim in the Din of Merikah and Shetifah.

1

Not only Kodshei Kodashim, because, the fact that "Osah" precludes Terumah - Refer to 6:22:2:1 - implies that all Kodshim are included.

2)

What is the word "Yochal Osah" coming to preclude?

1.

Zevachim, 96b #1 (according to R. Yehudah: It precludes Terumah from Merikah and Sh'tifah.
