Radak: It is a city in Egypt. Perhaps this is the same as in the Torah "Kohen On" (Bereishis 41:45).

Who will go to captivity?

Rashi: Both provinces - Aven and Piveses.

Radak, Malbim: The women. This is like "Hen Henah Hayu li'Vnei Yisrael" (Bamidbar 31:16); it says Henah for females, and Hemah for males. My father says, even though the women were not mentioned, it said that the Bachurim will fall to the sword; their wives will go to captivity.
3.
Radak citing Targum Yonasan: [The youths of Aven and Piveses will be killed via the sword,] and those who serve them 1 will go to captivity.
