Malbim: A wolf is unlike a lion. A lion tears a man only when it is hungry. A wolf tears to spill blood even when it is not hungry. They murdered in order to kill, or to steal the victim's money.

Rashi: It is seizing [others'] money. Radak ? the gerund is mentioned with the verb, to strengthen the matter. The same applies to "Lema'an Tevo'ach Tevach" (21:15), like I explained there.
