What is "Davar Shalach Hashem b'Yakov"?

Rashi: The Nevu'ah for the punishment of Pekach ben Remalyahu.

Radak: This evil that comes upon Yakov, that their enemies rule over them, is from Kel. They should not say that it is chance. Rather, it is a punishment for their sins. Before the evil came, Hashem sent via His Nevi'im 'such and such will happen to them if they do not repent.'

Malbim: This predicts the evil that will come on the 10 tribes. Early nations believed in oracles; they thought that they told decrees from Shamayim. It began with commoners, reached the ears of the Gedolim, and spread to the entire nation. Refer to 9:7:2:3.

What is the meaning of "v'Nafal b'Yisrael"?

Rashi: Now it will be fulfilled on them.

Radak: Like Hashem sent [warnings via His Nevi'im], so happened to them, until they were exiled from their land.

Malbim: This saying "Levenim Naflu" (9), it is as if Hashem sent it to them from Shamayim. It began among Yakov (commoners), and spread to Yisrael (the Gedolim).
