Who strikes nations with anger?

1.

Radak: Nebuchadnetzar. Because he began the tyranny, and he conquered all lands, this is said about him. His sons, even though all nations served them, they took only what their father left for them. "B'Evrah" teaches that he had no mercy on [the nations].

2.

Malbim: Evrah is anger without a reason.

2)

What is "Makas Bilti Sarah"?

1.

Radak: Makas is like Makah; it is not Samuch. The same applies to "Chachmas va'Da'as" (33:6), "Shif'as Ani Ro'eh" (Melachim II, 9:17) and similar verses. His hitting did not veer from all nations; he constantly struck them.

2.

Malbim: He struck them even though they had no sin.

3)

Why does it say "Rodef va'Af"?

1.

Radak: He chased them with anger. There is a Kamatz under the Beis (in place of the prefix Hei ha'Yedi'ah), i.e. the anger known to Melech Bavel.

2.

Malbim: He subjugates them with anger, even though they did not rebel and were prepared to do his desire.

4)

What is the meaning of "Murdaf Bli Chasach"?

1.

Rashi: Every nation is chased via him. He does not withhold himself from chasing after each nation. Radak - he does not give to rest [to any nation].

2.

Malbim: Refer to 14:6:3:2.
