What is "Tadmor"?

'Rashi': In Melachim I, 9:18 it is written Tamor, and pronounced Tadmor. This is Tarmud 1 , from which we do not accept converts (Yevamos 16a 2 ).

'Rashi' citing Bereishis Rabah 56:19): They helped Yisrael's enemies. Since they switched to do evil, it is written in Melachim I, 9:18 "Temor" ? they should have helped Yisrael, due to the Chesed that Shlomo did for them ? he built for them a great city! For Shlomo's honor, it is written here Tadmor ? a great city. It is not honorable for him to write that he built a city that rebelled against him!

Perhaps the residents are Yisraelim Mamzerim. If we accept them as converts, they might marry Yisraelim! (PF)
