What is the meaning of "ba'Midbar ba'Aretz"?

Rashi: It was near a settled area.
2.
Malbim: It was a Midbar of sand, like it says in Shabbos (30a) that people of Tarmud live among sand. Ba'Aretz means in Eretz Yisrael.
