Above (3:9, 15) it says "va'Yiz'aku." Why does it say here va'Yitz'aku?

Malbim: This is a greater cry than va'Yiz'aku, for three reasons. (a) He had 900 iron chariots. (b) He ruled b'Chazkah (reviled them). (c) He subjugated them for 20 years.

Lev Yitzchak: (There is no difference.) Zayin and Tzadi are interchangeable. Targum Onkelos of va'Yitz'aku (Shemos 14:10) is "u'Z'iku".

What is the meaning of "b'Chazkah"?
