Does our verse teach that they arranged Lechem ha'Panim on all the Shulchanos?
Radak (6, from Menachos 99a): Some infer so from here (they alternated), and they lit on all the Menoros - "Es ha'Menoros v'Neroseihem Leva'aram ka'Mishpat" (verse 20). Others say that they lit only Moshe's Menorah and arranged Lechem ha'Panim only on Moshe's Shulchan - "u'Menoras ha'Zahav v'Neroseha Leva'er ba'Erev" (13:11) ["v'Es ha'Shulchan Asher Alav Lechem ha'Panim Zahav" ? Melachim I, 7:48]. The first opinion seems correct, even though each opinion explained the verses according to his opinion 1 . "U'Menoras ha'Zahav" teaches that they lit also on Moshe's, even though Shlomo made 10.
Malbim: The one who says that they arranged only on Moshe's Shulchan, our verse and the next teach that all were proper to put Lechem ha'Panim on and light in them.
