Rashi: It can be compared to a king who went abroad and left his betrothed bride in the care of the maidservnts (the Eirev Rav). When, as a result of the maidservants' promiscuous behavior, a rumor spread that the betrothed bride had sinned, her Shushbin (agent appointed by the king) tore-up her Kesubah, to avoid the king having her put to death for adultery. When, upon his return, the king discovered that his betrothed was innocent, he ordered the Shushbin to write a new Kesubah.

Seeing as Hashem had carved the first Luchos, why did He instruct Moshe to carve the second ones?

Rashi: 'You broke the Luchos', Hashem said to him. 'You go and replace them!' 1

This can be compared to a king who went overseas, leaving his betrothed with his maid-servants. Due to the misbehavior of the maidservants, people began to slander his betrothed. Meanwhile, the king's close friend tore up the Kesubah so that, should the king wish to have her killed, he would be able to point out that she was not yet his wife. When, upon the king's return, he discovered that it was not his betrothed who had committed adultery, but the maidservants, he turned to his friend and declared 'You tore up her Kesubah! You can acquire paper and I will write her another one.' The King is Hakadosh-Baruch-Hu, the maidservants, the Eirev Rav, the close friend, Moshe and the betrothed, Yisrael. That is why Hashem ordered Moshe "P'sol l'cha!'

Why did Hashem add the words "Asher Shibarta", which are seemingly superfluous?

Rashi #1: Refer to 34:1:3:1*.

Shabbos, 87a: To teach us that Hashem agreed with Moshe's decision 1 to break the Luchos.

Menachos, 99b: And we learn from here that sometimes, the nullification of the Torah is necessary in order to maintain it. 2

When did Hashem tell Moshe to carve out the second Luchos?

Rashi (in Eikev): On the twenty-ninth of Av, the same day that Moshe descended Har Sinai the second time, Hashem pardoned Yisrael and instructed him to carve out the second Luchos. 1

The Pesukim here and in Eikev, Devarim 10:2-4 imply that Hashem will write on the second Luchos, whereas Pasuk 28 implies that Moshe wrote them, like Hashem commanded him (in Pasuk 27)?
