Why does it say "Yado Natah [Al ha'Yam]"?
Rashi: It means ha'Noteh (it is leaning).
Radak: It is as if Hashem leaned His hand over the sea, i.e. over Tzor, which is on the sea, and all its wealth is from the sea. He will stop seafarers from coming to Tzor.
Malbim: Nebuchadnetzar, after he agitated land kingdoms, stretched his hand also on those who dwell on the sea shore.
Did Hashem command Kena'an?
Rashi: He commanded those who call to Him about Kena'an.
Radak #1: He agitated the kingdoms about Kena'an, i.e. Tzor, i.e. a trade city, like it says Kin'aneha (8). He commanded Nebuchadnetzar to destroy it.
Radak #2: Above (9), it says that Hashem counseled. Do not be astounded if Hashem commanded to destroy Tzor, for He commanded and leaned His hand on the sea to drown Pharaoh and the Egyptians. He aroused also great kingdoms like Sichon and Og and others. He commanded to destroy about Ma'uzneha (the strong) of Eretz Kena'an, even though there were "great cities fortified up to Shamayim" (Devarim 9:1). Yisrael did like He commanded and desired. They conquered everything - "Lo Haysah Kiryah Asher Sagvah 1 [Mimenu]" (Devarim 2:36).
Malbim: He commanded about Kena'an, in order to destroy their strength. Tzor and Tzidon were of Kena'an 2 .
That verse discusses Eretz Sichon! In Eretz Kena'an, "v'Es ha'Yevusi... Lo Horishu... Ad ha'Yom ha'Zeh" (Shoftim 1:20)! Do not say that [conquering] the majority is like the whole. Hashem rebuked David for conquering Surya while the Yevusim were still by Yerushalayim (Sifri, Sof Ekev)! I do not know how to resolve Radak. (PF)
What is "Lashmid"?
Rashi: This is like Lehashmid. Also "Laleches Lagid b'Yizre'el" (Melachim II, 9:15) is like Lehagid; "Lashmi'a Kol Todah" (Tehilim 26:7) is like Lehashmi'a.
What are "Ma'uzneha"?
Rashi: Tzor and Tzidon were of Kena'an - "Es Tzidon Bechoro" (Bereishis 10:15). 1
Radak: This is like Me'ozezeha; the Nun is in place of the second Zayin, for ease of pronunciation. Likewise, "Ki Lo Samnu" (Eichah 3:22) is like Samemu.
Rashi implies (and Malbim explicitly says) that also Tzor descends from Kena'an. What is his source? Surely one may not learn from "va'Yavo'u Mivtzar Tzor v'Chol Arei ha'Chivi veha'Kena'ani" (Shmuel II, 24:7)! (PF)
