Rashi: I will not grant your request. Below (36:37) it says "Idaresh l'Veis Yisrael." This is one of the sources that Hashem sometimes retracts from evil - "ha'Hu Amar v'Lo Ya'aseh" (Bamidbar 23:19) (Tanchuma Vayera 13).
