Why does it mention Zevulun now?

Malbim: The Shevatim are listed in the order in which they inherited in the lottery. After Yosef 1 , Zevulun, Asher, Naftoli and Dan inherited (Shimon and Yisachar are omitted, for they conquered all their inheritances).

After Yehudah, it mentions that Binyamin did not dispossess the Yevusi in Yerushalayim (verse 21, even though Binyamin inherited after Yosef). Surely this is because Yerushalayim was between these two Shevatim, and in Yehoshua (15:63) it says that Yehudah did not dispossess them. (PF)
