R. Avigdor citing Eichah Rabah 1:51 #1: Hashem's eye cries over Yisrael, who are like His Bavas Eino. A Mashal for this is one that one of his eyes was ill. His other eye cried over the sick eye - "va'Evkeh Yomam va'Laylah" (Yirmeyah 8:23). Hashem says, I gave Torah to Yisrael so they will engage in it day and night - "v'Hagisa Bo Yomam va'Laylah" (Yehoshua 1:8).

R. Avigdor citing Eichah Rabah 1:51 #2: There is a Pesik (line) separating the two words, to teach that [Hashem's] eye above cries over the eye below, i.e. the Sanhedrin ² .

Ibn Ezra: Man's eye resembles a spring. The eye descends. The same applies to "Yizlu Mayim" (Yirmeyah 9:17). Both of these are Po'el Omed (the action applies only to the subject. The eye itself descends; it does not make water descend.)

Palgei Mayim: It is as if the water descends by itself.

Ri Kara: All the rebukes above, if there were someone who can console me, I would be consoled. However, over these I cry - my pain is so great that no one can console me to return my Nefesh - "Mah Adameh Lach

Ibn Ezra: Those who were exiled.

Palgei Mayim: Bnei Yisrael. No one teaches Torah and Mitzvos to them. They are called Shomemim, like a field that is not worked.

Palgei Mayim: It enticed me and my children away from Torah and Mitzvos.
