Why do krovim get involved with a buyer in this scenario to even entertain the situation?

Perhaps the seller is not here and the year is about to end or the seller is doesn't cooperate but Krovim can force the buyer.
Either way your question doesn't begin The Gemara has a right to know the Emes !Is there a Din here of Krovim that they themselves can do Pidyon and force the buyer or it doesn't work here at all.
