if someone is borrowing money based upon his superior land and then sells the land why would the lenders line not be paid off at the sake of the land instead of being give over to a lower quality of land which would be average.

Borrowing money cannot be based on superior land. Even if it remains with the borrower, the lender has no rights to collect from it, but only from what is called average according to the different opinions.
