The Kollel replies:
The Neveilah belongs to the original owner of the animal, and not to the owner of the Bor. When the Gemara says that the "Ba'alim Metaplim b'Neveilah," it means that the owner of the animal must sell the Neveilah and cannot demand that the Mazik pay him for the Neveilah and keep the Neveilah for himself.
