The Kollel replies:
It is true that all marriages are made in heaven, but man has free choice and can choose to marry or not to marry the one that Hash-m sets aside for him. (The question of Yedi'ah and Bechirah seemingly contradicting each other is an old one, see Rambam end of Hil. Teshuvah ch. 5). The Yevamah, though, truly "falls into his hands" from heaven, without any Bechirah on his part.
