The gemara says that Terumah is Batel one in 100. How come we don't say it's davar sheyash lo matirin since you can give the whole mixture to a group of Cohanim who are allowed to eat both the chullin and the terumah?

Something which is never permitted to a Yisrael is not considered a Davar Sheyesh Lo Matirin, as clearly implied by the Gemara in Yevamos (82a).
