I remember though in 9th perek a guy can give his erech even though he's not a slave so why can't we do same thing here, so we do see that a free man has value/market value

Sorry for the delay in responding. Evaluation for Nezikin is based on someone's market value on the slave market, according to the opinion you quoted.
For Arachin, the Torah (Vayikra 27) sets an objective value for a person based on his age regardless of his health or personal circumstances.
