Rashi DH Hodah MeiAtzmo M'shaleim Keren V'Chomesh V'Asham, if I understand him correctly, states at the end that there is no case of chomesh in which one does not bring an asham. What about one who eats Terumah b'shogeig?
I question my understanding of Rashi as it seems to be a needless statement, as both the parshiyos of asham gezeilos and gezel hageir which are cited by him mention both asham and chomesh. Is there another way to read him?

Rashi means to tell us, as you say, that there is no Chomesh if there is no Asham. This is a Chidush as it implies that nowadays that there is no Beis ha'Mikdash, and hence no Asham, there is also no Chomesh. This is also the opinion of the Rosh (Bava Kama 9:24). See Avnei Nezer (CM 84) who cites our Rashi as the source for the Rosh.
