according to the tana kama, is the reason why you cannot save the mes from the fire is b/c we are worried that he will put out the fire?

Simcha,
The Gemara concludes that all agree that "Tiltul Min ha'Tzad Shmei Tiltul." Therefore, if there is no fire, it is forbidden to roll a Mes from one bed to another in order to move him from one place to another.
In the case of a fire, Rebbi Yehudah ben Lakish is concerned that someone may come to extinguish the fire (potentially an Isur d'Oraisa) if he is not permitted to move a Mes in this way. The Tana Kama is not concerned about such a possibility and therefore rules he may not do so.
