The Kollel replies:

Simcha,

The Gemara concludes that all agree that "Tiltul Min ha'Tzad Shmei Tiltul." Therefore, if there is no fire, it is forbidden to roll a Mes from one bed to another in order to move him from one place to another.

In the case of a fire, Rebbi Yehudah ben Lakish is concerned that someone may come to extinguish the fire (potentially an Isur d'Oraisa) if he is not permitted to move a Mes in this way. The Tana Kama is not concerned about such a possibility and therefore rules he may not do so.
