why would it not be visible from the chatzer but not visible from the mavoi, and how is this a case where rav and shmuel are arguing when its not eiruv

Gabriel, it is very good to hear from you again after a while!
There is a good illustration of the set-up in the Mesivta edition, on the first page that deals with 8a.
1) The walls outside the Mavuy do not continue into the area of the Mavuy, so if you are inside the Mavuy you cannot see the walls, but if you are outside the Mavuu you see the walls opposite you.
2) Rashi (DH b'Nir'es) writes that even though it looks "Parutz," open, to somebody standing inside the Mavuy because he cannot see any walls, nevertheless according to Rav the walls which one can see outside are sufficient that the opening to the Mavuy is considered to be a "Pesach," a door, and not Parutz. Shmuel disagrees with Rav and maintains that since it is open, Parutz, it follows that if they have not made an Eruv, the people living in the Chatzer prevent the inhabitants of the Mavuy from carrying on Shabbos.
