Rabbi David Pietruszka asks:

I did not see anything in the halachik section of the different shitos in regards to how one fulfills the mitzvah of Mishloach manos and matanos levyonim. Can you direct me in the correct direction or can you provide for me an analysis separately

The Kollel replies:

Shalmei Mo'ed (p.278, citing ha'Gaon R. S. Z. Auerbach, Ztz"l) says that the inability to buy basic necessities makes one an 'Evyon', but pressure to marry off children does not. If so, it is hard to find a true Ani!

As for your question... OC #694 discusses the laws of Matanos la'Evyonim, and #695:4 discusses the laws of Mishlo'ach Manos. If you would like to see the Shitos in the Rishonim, I suggest looking at the Beis Yosef on these two Simanim. If you want to see opinions among modern day Poskim, I suggest having a look at the "Piskei Teshuvos" on these Simanim.
