At the very top of amud beys: Does regel pay in r'shus harabim? Is keren darko lelech ulhazik? Rashi seems to understand shor here as regel (like rav, not according to rav Yehudah), but then how is regel "tochiach"?

I think you are confusing "Darko Leilech ul'Hazik" (which applies to all Avos but Bor, see Mishnah 2a) with "Derech Hilucho" or "Hezeko Matzuy" (which only applies to Regel).
As you alluded, since the Gemara is looking for a "Shor" that pays for damages incurred while in a place in which it is permitted for it to walk, it must be referring to Keren, which pays even in Reshus ha'Rabim. This is indeed how Rashi explains the Gemara.
