What is this Pasuk coming to teach us?
Rambam (Sefer ha'Mitzvos Lo Sa'aseh 233): It places a Lo Sa'aseh on a master who sends away his Eved Ivri without giving him gifts. 1
Hadar Zekenim and Rosh: The Pasuk discusses one whom Beis Din sold because he has no money, therefore one must give him gifts. (Some say that also a Mocher Atzmo receives gifts - See Kidushin 14b, since presumably, he too sold himself because he had no money! - PF)
Why does the Torah repeat "Seshalchenu ... " - in Pasuk 12 -"ve'Chi Seshalchenu ..."?
Kidushin, 14b: To incorporate in the Din of Ha'anakah an Eved Ivri who goes free in the Yovel, and one who goes free with the death of his master, and an Amah ha'Ivriyah who goes out with Simanim. 1

What are the implications of (the otherwise superfluous) word "ve'Chi Seshelchenu Chofshi me'Imach"?
Kidushin, 16b: It implies that only an Eved Ivri whom the master sends away receives Ha'anakah, but not one who goes out of his own accord - to preclude an Eved Ivri who runs away and one who redeems himself.
