What is the definition of "Cheirem be'Yisrael"?

Rashi: Refer to Vayikra, 28:27:2:1 & 2.

Having written in Bechukosai Vayikra, 27:28 "Kol Cherem Kodesh Kodshim he la'Hashem", why does the Torah write here "Kol Cherem ... l'cha Yih'yeh"?

B'choros, 32a: To teach us that, although as long as it is ion the house of the owner its status is one of Hekdesh, 1 once it has been given to the Kohen, it becomes Chulin in all respects.
