Whom does this verse address?

Radak: It addresses the 10 tribes, who were exiled first, and not Galus Bavel. Anshei Yerushalayim disgraced the former, and the former were given tidings that their exile will be gathered. Also, it says "Min ha'Amim? Min ha'Aratzos." (The verse would not say so about Bavel.) Also, "v'Nasati Lahem Lev Echad v'Ru'ach Chadashah" (19) ? it was not so for Olei Bavel.

Why does it say "v'Kibatzti" and "v'Asafti"?

1.

Malbim: "V'Kibatzti" is "Min ha'Amim" that are close, i.e. Galus Bavel, who returned in Bayis Sheni. "V'Asafti is in the future ? the 10 tribes, who are in distant lands and did not return in Bayis Sheni.

Why does it say "v'Nasati Lachem Es Admas Yisrael"?

1.

Malbim: It is unlike Anshei Yerushalayim said "Lanu Hi Nitenah ha'Aretz l'Morashah" (15).
